Registering an employee with CNAS: the 10-day hiring declaration
Each time you hire, you must apply to CNAS, the salaried workers' social insurance fund, for the employee's registration (affiliation) within 10 days of hiring, even during probation (article 10 of law 83-14). The application goes to the CNAS office your business belongs to, with a birth certificate n° 12 if the employee has never been registered and a family record if they are married. Without an application in time, CNAS can register them automatically, with penalties for the employer.

What this form is for
Registration links the employee to your business with social security. From then on, the contributions you pay on their salary are credited to them: they are covered for sickness, maternity and work accidents, and their salaries count towards their pension rights.
You must declare every person you pay, whatever the amount and form of pay: permanent contract, fixed-term contract, part-time, probation. An undeclared employee is not covered, and the employer still owes the contributions and penalties.
First-time registration and affiliation: the difference
| Step | When | What it is |
|---|---|---|
| First-time registration (immatriculation) | Once in a lifetime, at the first job | The worker is given a social security number |
| Affiliation | At each hiring | The worker is linked to their new employer |
An employee who has worked before already has a number: you only apply for affiliation. For a first job, the application also registers them for the first time, hence the birth certificate n° 12.

Who must file it
The application is made by the employer, not the employee. This covers:
- any company (SARL, EURL, SPA, SNC) that hires, including for a salaried manager (paid minority or non-partner manager);
- a trader, craftsperson or liberal professional who hires;
- any employer, for each new hire, even if it already has other employees.
The majority managing partner and the sole trader do not register with CNAS for themselves: they fall under CASNOS, the self-employed workers' fund.

Where to file it

On the e-declaration portal
Once registered as an employer, you declare staff movements (arrivals and departures), contributions and the DAS on the CNAS e-declaration portal. Check in your account which hiring steps are offered online.
After registration
The employee can download their own registration certificate on the CNAS El Hanaa space. You include their salary in your next contribution return.

Deadlines
The deadline is 10 days from hiring, meaning the first working day set in the contract. Probation does not push this deadline back.
| Obligation | Deadline | Reference |
|---|---|---|
| Activity declaration (first employee only) | 10 days after the first hire | CNAS, employer file |
| Employee affiliation | 10 days after hiring | Law 83-14, article 10 |
| Contributions, fewer than 10 employees | 30 days after each quarter | Law 83-14, article 21 |
| Contributions, more than 10 employees | 30 days after each month | Law 83-14, article 21 |
| DAS (the employee appears in it) | 30 days after the end of the year | CNAS |
When the employee leaves, declare the departure too. Staff arrivals and departures are declared on the e-declaration portal.
Common mistakes
- Waiting for the end of probation to declare: the 10-day period starts at hiring.
- Not declaring a part-time or low-paid employee: everyone who is paid must be declared.
- Forgetting the IM-03 activity declaration for the very first employee.
- Writing the name differently from the birth certificate, or getting the social security number wrong.
- Registering the majority managing partner with CNAS: they fall under CASNOS.
- Forgetting to declare the departure when the employee leaves.
Frequently asked questions
Must I declare an employee on probation?
Yes. The 10-day period starts at hiring, probation included.
The employee has worked elsewhere before: what do I provide?
Their social security number is enough to identify them: you apply for their affiliation to your business. The birth certificate n° 12 is only needed for an employee who has never been registered.
This is my first employee: where do I start?
With the employer activity declaration (IM-03), due within 10 days of this first hire, filed together with the employee's affiliation application.
How much does an employee paid 40,000 DA cost?
At the standard rate of 34.5%: 10,000 DA paid by the employer, 3,600 DA withheld from the salary and 200 DA for social welfare, so 13,800 DA in contributions for each month of salary.
What happens if I declare after 10 days?
CNAS can register the employee automatically, especially after an inspection, and late penalties apply. Contributions remain due from the hiring date.
Can the employee check that they are declared?
Yes, they can download their registration certificate on the CNAS El Hanaa space.
Are there reduced charges when hiring?
Yes, reductions of the employer share exist for some hires, in particular of jobseekers or people with disabilities. You apply to CNAS with a dedicated form.
Can Neuron fill in the application?
No. Neuron only fills in business setup forms and does not do bookkeeping or routine returns: this guide is free and all you need to do it yourself.
