ANADE, ANGEM, CNAC: public support for starting a business in Algeria in 2026

Two public agencies fund new businesses in Algeria today. ANADE (formerly ANSEJ) supports project holders aged 18 to 55, for an investment of up to 10 million DA, through a personal contribution, an interest-free loan from the agency and a bank loan. ANGEM grants microcredit of up to 1 million DA to people with no income or with small, irregular income. Since January 2022, ANADE has managed the public business creation schemes and has taken over the CNAC files that had not yet been funded.

Who does what in 2026

The rules have changed several times since 2020: the agency's name, the age limits, the personal contribution, the role of CNAC. This guide follows the version in force on 30 October 2026, checked in the Official Journal. The table sums up the three schemes.

The three schemes at a glance

ANADE: the conditions

To get ANADE support for a new business, you must meet all the following conditions when you set it up:

  • be aged 18 to 55;
  • hold a diploma or a vocational qualification, or know-how recognised by a certificate or another professional document;
  • put in the minimum personal contribution set for your case (table below);
  • never have received business creation aid before.

You can carry the project alone, with others or as a group. ANADE provides free technical assistance, advice, support and follow-up, and offers training.

ANADE: how the funding is split

There are two formulas. Three-way funding combines your contribution, an interest-free loan from ANADE (to be repaid) and a bank loan. Mixed funding does without the bank: your contribution and the ANADE loan each cover half. The percentages apply to a startup or expansion investment of up to 10 million DA.

Mixed funding, no bank50%50%None
Share of each funder (executive decree no. 03-290, as amended)

Fictitious example for a 4,000,000 DA workshop. In the general case, you put in 600,000 DA, ANADE lends 600,000 DA and the bank 2,800,000 DA. If you are a student with a business idea, your contribution falls to 200,000 DA and the ANADE loan rises to 1,000,000 DA; the bank loan stays at 2,800,000 DA.

  • An extra interest-free loan of up to 500,000 DA can pay the rent of the premises, for a business producing goods or services with bank funding from the start. Non-sedentary businesses are excluded.
  • In exceptional cases, an interest-free operating loan of up to 1,000,000 DA can be added.
  • A bonus of up to 10% of the investment cost rewards the project's technology content and its impact on the local or national economy.
  • The bank has two months at most to process the loan file, and grants an 18-month grace period on capital repayments, except for Islamic finance.
  • You get an interest subsidy on the bank loan, which the law authorises the Treasury to pay; ask the agency and the bank which rate applies to your file.

ANGEM: microcredit

The national microcredit management agency (ANGEM) lends to people with no income, or with low, unstable and irregular income, to start a production, service or trading business, including from home. One person sets up the business, which can run without commercial or professional premises. The conditions:

  • be aged 18 or over;
  • have no income, or small, unstable and irregular income;
  • have a fixed residence;
  • have know-how related to the business;
  • never have received other business creation aid;
  • put in the required personal contribution.

The two microcredit formulas

For the bank loan, you join the microcredit mutual guarantee fund, which guarantees the loan to the bank. You get a three-year grace period on capital and one year on interest, plus an interest subsidy. Once the first loan is repaid in full, you can apply for a new interest-free loan, for raw materials or for a new business. The ten southern wilayas named in the text are Adrar, Béchar, Tindouf, Biskra, El Oued, Ouargla, Ghardaïa, Laghouat, Illizi and Tamanrasset.

CNAC: what changed in 2022

The national unemployment insurance fund (CNAC) used to fund projects by unemployed promoters aged 30 to 55. In January 2022, the government gave ANADE the management of public business creation schemes and set up a transition for CNAC:

  • CNAC keeps funding and granting benefits to unemployed promoters who had already received their interest-free loan by 20 January 2022;
  • files that had CNAC's eligibility and funding certificate, but no funding by that date, moved to ANADE;
  • CNAC keeps collecting the loans it granted until they are repaid in full.

In the same month, ANADE opened its scheme up to age 55. An unemployed 45-year-old who wants to start a business therefore goes to ANADE.

Tax benefits

The tax code grants temporary exemptions to businesses eligible for ANADE, ANGEM or CNAC. For IRG and IBS, they run from the start of operations.

The main steps with ANADE

  1. 1

    Check your eligibility

    Age, diploma or know-how, no earlier business creation aid, and the personal contribution your case requires.

  2. 2

    Present your project to your wilaya's branch

    ANADE has wilaya (province) branches that advise and support you free of charge. Ask them for the current list of documents.

  3. 3

    Go before the wilaya committee

    A selection, validation and funding committee reviews projects. It meets every fifteen days, with representatives of banks, the tax office and the CNRC (trade register).

  4. 4

    Appeal if refused

    The national appeals committee at ANADE headquarters answers within thirty days. An approved file receives an eligibility and funding certificate.

  5. 5

    Get the bank loan

    In three-way funding, the bank processes your file within two months at most.

  6. 6

    Set up the company and start trading

    Trade register, tax office, social security: the exemptions run from the start of operations, and the agency follows your business for as long as the benefits last.

Project holders living abroad: distance training

If you belong to the Algerian community abroad and are setting up your business with ANADE, a digital platform is reserved for you to follow the required preliminary training in entrepreneurship and micro-enterprise creation remotely. You must complete this training to receive the scheme's benefits and grants. It ends with a certificate issued by ANADE. The order gives neither the platform's address nor the length of the training, so ask the agency.

What Neuron does, and what it does not do

Neuron does not prepare funding applications and promises no funding: the agency and the bank decide. Once your project is approved, Neuron can provide your company's registered address in Dely Brahim (6,000 DA a month, notarised contract for one or two years) and handle its setup: 50,000 DA for a sole trader, 60,000 DA for a company, 10,000 DA less if your address is with Neuron, official fees excluded.

Frequently asked questions

I am 45 and unemployed: do I go to CNAC or ANADE?

To ANADE. Since January 2022, it accepts project holders aged 18 to 55 and manages the public business creation schemes. CNAC follows the projects it had already funded.

Can I combine ANADE and ANGEM?

No. Both schemes require that you have never received business creation aid. Only ANGEM offers a second loan, from ANGEM itself, once the first is repaid in full.

Is the ANADE loan a grant?

No. It is an interest-free loan: you pay no interest, but you repay it. Repayments are part of the agency's revenue.

What personal contribution do I need for a 3 million DA project with ANADE?

In three-way funding, 450,000 DA in the general case (15%), 360,000 DA in specific areas and the High Plateaus (12%), 300,000 DA in the South (10%), 150,000 DA for a student with a business idea or a young unemployed project holder (5%). Without a bank, 1,500,000 DA.

The committee turned down my project. What can I do?

File an appeal with ANADE's national appeals committee. It decides within thirty days of filing.

Are the tax exemptions automatic?

They cover businesses eligible for ANADE, ANGEM or CNAC and run from the start of operations. A hiring commitment that is not kept leads to withdrawal of the approval and a claim for the taxes.

Can Neuron prepare my ANADE or ANGEM application?

No. Neuron does not prepare funding applications and promises no funding. Once the project is approved, Neuron can provide the registered address (6,000 DA a month) and handle the setup: 50,000 DA for a sole trader, 60,000 DA for a company, 10,000 DA less with an address at Neuron, official fees excluded.
